On-site Report: Following the release of China’s first health science popularization influence index rankings for medical institutions and healthcare professionals in November 2022, Shanghai has once again published the health science popularization influence index rankings for medical institutions and medical personnel on the 14th.
On November 15, the “2023 Health Science Popularization Influence Rankings for Medical Institutions and Healthcare Professionals in Shanghai” was released. The rankings were jointly developed by the Shanghai Health Promotion Committee Office, the Shanghai Municipal Health Commission, the Shanghai Health Promotion Center, and the School of Public Health at Fudan University.
Wang Tong, Director of the Health Promotion Department at the Shanghai Municipal Health Commission, highlighted the key characteristics of this year’s rankings. He noted four major trends in 2023:
“Active Participation” – More institutions and professionals engaged in health science popularization.
“Expanded Content” – Increased volume and diversity of health education materials.
“Two-Way Engagement” – Improved interaction between creators and audiences.
“Leading Goose Effect” – High-impact influencers drove broader public awareness.
Moving forward, Shanghai will further refine the evaluation framework by:
Improving data collection efficiency and upgrading the municipal health science information platform.
Innovating evaluation methods and exploring ways to measure the effectiveness of health science outreach.
Strengthening professional support to help community health centers better utilize new media platforms.
Expanded Participation and Growth
This year, 173 medical institutions (including 167 public hospitals and 6 private institutions) and 248 community health centers participated in the evaluation. Additionally, 472 healthcare professionals were nominated by various institutions—a 21.8% increase from the previous year.
A total of 2,400 new media accounts were registered by medical institutions and community health centers, marking a 60.9% growth compared to 2022.
Increased Output and Reach
Shanghai’s medical institutions significantly expanded their health science content:
115,903 health education posts were published on new media platforms, up 45.9% year-over-year.
5,507 articles were released in mainstream and professional media, a 29.1% increase.
Community health centers also saw substantial growth in public outreach across multiple communication channels.
The “Leading Goose Effect” in Health Science
Shanghai’s top healthcare influencers demonstrated strong public engagement:
15 accounts surpassed 1 million followers.
42 accounts had over 500,000 followers.
Notable examples include:
Dr. Zhang Wenhong (Huashan Hospital, Fudan University) – 4.1 million Weibo followers.
Dr. Zou Shien (Obstetrics & Gynecology Hospital, Fudan University) – 3.4 million Douyin (TikTok) followers.
Dr. Hu Yang (Shanghai Pulmonary Hospital) – 1.2 million Toutiao followers.
2023 Rankings Released
Tang Wenjuan, Party Secretary of the Shanghai Health Promotion Center, announced the rankings. She emphasized that this initiative supports China’s and Shanghai’s “Health Knowledge Popularization Action.” Following the inaugural rankings in November 2022, this year’s evaluation introduced four key improvements:
A more comprehensive assessment framework.
Clearer indicator definitions.
Simplified data submission.
Streamlined evaluation procedures.
New for 2023:
District-level sub-rankings for medical institutions.
Eight separate rankings for healthcare professionals across different new media platforms.

Evaluation Methodology
The rankings were developed through collaboration between the Shanghai Health Promotion Committee Office, the Shanghai Municipal Health Commission, the Shanghai Health Promotion Center, and Fudan University’s School of Public Health, with support from medical institutions, district health promotion centers, and media partners.
Key refinements for 2023 included:
Clearer definitions for evaluation metrics.
Enhanced submission guidelines and training for participants.
A two-tier verification system (self-review + municipal audit) to ensure data accuracy.
