Building the First Provincial Health Promotion Media Convergence Center to Better Serve the Healthy China Strategy

    To implement the “Shanghai Patriotic Health and Health Promotion Regulations” and the joint document issued by nine departments titled “Implementation Opinions on Improving the Release and Dissemination Mechanism of Health Science Knowledge Across All Media and Increasing the Supply of High-Quality Health Science Resources,” the Shanghai Health Promotion Center, under the guidance and support of the Shanghai Municipal Health Commission and the Shanghai Health Promotion Committee Office, continues to lead by example. Leveraging the Healthy Shanghai Action Plan and the Three-Year Action Plan for Strengthening the Public Health System in Shanghai, the center is committed to establishing the first provincial-level health promotion media convergence center, better serving the Healthy China strategy.

Creating a “Central Kitchen” for Health Science Popularization Through “Three Integrations”

    Tang Wenjuan, the Party Secretary of the Shanghai Health Promotion Center, introduced that the media convergence center will create a “central kitchen” for health science popularization through “three integrations”:

    Top-Level Design Integration: Breaking down departmental barriers and promoting collaborative division of labor, the center has established a “1+4” organizational structure—“1 General Editorial Office + 4 Centers (Production Center, Information Center, Monitoring Center, and Communication Center)”—to jointly advance the construction and daily operation of the media convergence center.

    Network Layout Integration: Partnering with central and local mainstream media, the center leverages the high-quality resources of the city’s health system to build two major matrices: a communication matrix and a science popularization matrix. Currently, 41 media platforms have joined the communication matrix, while the science popularization matrix has invited 63 units, including municipal hospitals, institutions directly under the Shanghai Health Commission, 16 districts, and academic associations, with plans to further expand and improve the health science communication network.

    Mechanism and Model Integration: On one hand, the center has established three mechanisms—coordination and linkage, incentive guidance, and evaluation feedback—to strengthen resource sharing and channel integration with Shanghai Health Channel. On the other hand, it has developed an innovative health science communication model that combines routine and emergency operations. In routine operations, the center ensures efficient processes of “one-time collection, core editing, multi-platform release, and full-network dissemination.” In emergency situations, it quickly activates contingency plans to produce, review, and release authoritative, accurate, and timely science content, aiming to build a health science system that aligns with the public health security needs of a megacity.

Building a Unified Entry Point for Health Science Popularization in Shanghai

    Based on this foundation, the media convergence center will establish a unified entry point for health science popularization across the city, creating a flagship account for Shanghai health science. It will provide professionals with a platform to access real-time authoritative science resources and offer personalized health science information to the public. Additionally, the center will establish a Healthy Shanghai user group and a Health Account Alliance, forming a strategic partnership circle to better meet the health needs of the citizens.
